About Deborah
With nearly five decades of experience in education and administrator experience, Deborah S. Phelps is recognized as an innovative, energetic and talented leader and master teacher. The proud mother of three children and grandmother of six, Ms. Phelps has been serving as the Executive Director of The Education Foundation of the Baltimore County Public Schools, Inc., since 2012.
A native of Allegany County (Western Maryland), Ms. Phelps received her Master’s degree in Education Management & Supervision from Loyola College (MD) and B.A. in Education from Fairmont State College. She currently resides in Baltimore, City Maryland where she enjoys spending her free time with her family, traveling and attending a variety of sporting events, especially those that are Baltimore based as well as international competition, such as the Olympics.
Her dedication and commitment to excellence in the field of education has earned Ms. Phelps honors including Baltimore County Public School’s Teacher of the Year Finalist, two-time Maryland Family & Consumer Science Teacher of the Year, and Baltimore County’s “Baby Boomer of the Year” (2004), The Imagination Award: Understanding Hearts Celebrating Teachers and Other Heroes and the Healthier Moms and Babies Inspiration Award.
